BUENOS AIRES, Dec. 10 (UPI) -- Markets were up Tuesday on news that President Eduardo Duhalde appointed an economist with strong ties to Wall Street to head the Argentinean central bank. Alfonso Prat Gay, 37, was tapped just hours after his predecessor resigned.
