High tide peaked at 5.5 feet on Monday, with forecasters predicting the flooding to remain high, at around 5.4 feet until Tuesday.

Typhoon Damrey struck Vietnam on Sunday. Flooding could worsen due to heavy rain forecast for the region.

Heavy rainfall has also flooded the central city of Da Nang, which is hosting the Asia Pacific Economic Cooperation summit starting Wednesday.

World leaders including U.S. President Donald Trump, Chinese President Xi Jinping, Japanese Prime Minister Shinzo Abe and Russian President Vladimir Putin are expected to attend.
