CAIRO, April 3 (UPI) -- A letter detailing the Palestinian Authority's conditions for restarting the stalled peace process is being delivered to Israel, a Palestinian official said.

The official told Ynetnews.com the letter states that if Israel is not willing to return to the negotiating table, the Palestinian Authority will file a complaint with international bodies.

At a ceremony in Cairo Monday, Palestinian President Mahmoud Abbas said his chief negotiator is expected to meet with an aide of Israeli Prime Minister Binyamin Netanyahu to discuss the stalled Mideast peace talks.

"Israel must accept international legitimacy and stop construction in the settlements," Abbas said.

He said the letter the Palestinian Authority wrote to Netanyahu accuses Israel of making the PA "a non-authority."
