KINSHASA, Democratic Republic of Congo, Dec. 6 (UPI) -- Democratic Republic of Congo President Joseph Kabila was leading the country's election with 46 percent of the vote, the election commission said.
The commission said Kabila's nearest challenger, Etienne Tshisekedi, received 36 percent of the vote with more than two-thirds of the ballots counted, the BBC reported.
Riot police were on patrol in the country's main city in case of violence Tuesday, when the results are expected to be announced. The head of the election commission said that Tuesday's deadline to announce full results might not be met.
"First of all we're going to make sure that all the results sheets have arrived and that we have all the information. If not, we won't be able to give you more than a partial report," Daniel Ngoy Mulunda said.
International monitors and opposition leaders have claimed the Nov. 28 election was rife with fraud, including ballot box stuffing and ballots already marked for Kabila. Human Rights Watch said four people died during the polling.
The BBC said Tshisekedi's supporters insist he won the election and indicated they were unlikely to accept defeat. Because Kabila's constitutional mandate rule ended Tuesday, the opposition said it would not recognize his authority.
Fearing violence could escalate, thousands of residents of Kinshasa crossed the River Congo to Congo-Brazzaville during the weekend. Foreign nationals also fled.
Last week, four other opposition candidates called for results to be annulled, alleging they were tainted by fraud and violence.
