Minister: ETA cease-fire 'insufficient'

MADRID, Sept. 6 (UPI) -- The Spanish government dismissed a pledged cease-fire by the Basque separatist group ETA, saying it was insufficient.

Interior Minister Alfredo Perez Rubalcaba said ETA was at its weakest point ever and his government would still pursue its members, the BBC reported Monday.

During the weekend, ETA released a video in which it said it no longer would carry out "armed actions."

Rubalcaba said ETA had a record of breaking too many proffered cease-fires to be trusted.

"I think the word 'insufficient' reflects quite well the position not (just) of the government but of all the democratic parties," Rubalcaba told Spain's state-run TVE television station.

Rubalcaba called for "a definitive and unconditional abandonment" of ETA's violent campaign for independence.

In the video, obtained by the BBC, ETA said it "confirms its commitment to finding a democratic solution to the conflict" and it wanted to open a dialogue with the Spanish government.

Rubalcaba said ETA's weakness was the reason for the video declaration.

"We are not going to change a dot or a comma in our anti-terrorist policy," he said.
