Fourth New York man charged with supporting Islamic State

NEW YORK, April 6 (UPI) -- A fourth man was charged Monday in New York for his alleged involvement in a plan to support and fight for the Islamic State.

Dilkhayot Kasimov, an Uzbek citizen detained in February on immigration charges, is accused of helping obtain funds to send two men to Syria to assist IS -- also identified by the acronyms ISIS and ISIL.

He was added to an existing indictment naming three other men charged in the plot.

Officials said Akhror Saidakhmetov, 19, Abdurasul Hasanovich Juraboev, 24, and Abror Habibov, 30, planned to travel to Turkey and then to Syria to assist the IS. If their plan was not successful, they allegedly planned terrorist attacks on the United States. The men were each charged with conspiracy to provide material support to a foreign terrorist organization, conspiracy and travel document fraud. All three pleaded not guilty to the charges.

Kasimov is accused of helping Habibov gather the funds necessary to send Juraboev and Saidakhmetov to Syria.

Prosecutors said the men came to the attention of law enforcement in August 2014 after they allegedly posted on a Uzbek-language, pro-IS website saying they would kill President Obama if ordered by the IS. The plans including placing bombs on Coney Island.

Kasimov was scheduled to be arraigned Wednesday in New York.
