Obama OKs defense services for Somalia

WASHINGTON, April 8 (UPI) -- President Obama, in a memo Monday, said he determined Somalia could receive military assistance from the United States.

In a memo to the State Department, Obama said he determined that "furnishing of defense articles and defense services to the Federal Republic of Somalia will strengthen the security of the United States and promote world peace."

He directed Secretary of State John Kerry to apprise Congress of the determination. The memo didn't say the materials and services had to be provided to the Somali government, but could be provided. It also didn't provide details about the types of materials and services.
