Antony called on international leaders to collectively develop and coordinate responses to terrorism. In addition, he called for a greater investment in research and development from the private sector to develop new technologies to support an international collaboration.

"The dynamics of security are changing continuously across the world," Antony said in a statement.

"The unconventional means of warfare used by the terrorists as seen in the Sept. 11, 2001, attacks and the recent terror attacks on Mumbai demand a calibrated international response. Technology has to be backed up by a proactive response from the government and the civil society."
