EU report: Some states worked with CIA

BRUSSELS, July 7 (UPI) -- An interim report to the European Parliament blames the CIA for illegally abducting and detaining terrorist suspects in EU countries.

The parliament adopted the report and said that member countries have the obligation to ensure that human rights are not violated within their borders. They cited a number of cases -- including the abductions of Abu Omar in Italy and of six Bosnian nationals in their native country, and of Sweden's expulsion of two Egyptian men who were handed over to the CIA.

While some news reports have suggested that the CIA has secret detention centers in some European countries, the report said that so far no hard evidence has been found of "black sites."

The report also called for a common European policy on the use of airspace. News stories suggested that planes chartered by the CIA crossed the airspace of some countries, possibly with the cooperation of national intelligence services.
