AGENDA: China's Population and Family Planning Law, which went into effect on September 1, is designed to maintain tight control of population growth while improving the quality of reproductive health care for women. The one-child policy, introduced in 1980 under Deng Xiaoping, has led in some cases to coercive birth control practices, including forced abortions and
involuntary sterilizations. Last month, the Bush administration withheld $34 million from the U.N. Population Fund (UNFPA) because it did not want to support such practices.
