Suzette Hall, also known as Suzette Dawe, is accused of offering topless hairstyling services in Johnstown and Loveland. She was arrested last week on charges of practicing barbering and cosmetology without a license and felony criminal impersonation. Advertisement According to the warrant, Hall has nine previous felony convictions, including identity theft, motor vehicle theft, felony theft, and possession of a weapon by a previous offender. Hall was also ordered to cease and desist from performing permanent makeup services in 2008 after a case where she was found to be practicing without a license. Witnesses said that Hall "is charging $45 for topless haircuts and is advertising on Craigslist." She launched the business with a partner, but her topless services caused that relationship to go south. Hall’s partner was "not comfortable with this as she did not want to have topless haircuts in her business because she is a single mother and ... she did not believe this was safe or proper," according to the warrant. Hall allegedly confessed to accepting payment for sex and making "house calls." Her services were offered under the name "Rebel Barber."
