John Miceli, director of parks and facilities, said pranksters twice targeted the plot of land near the Windsor Sculpture Garden in October -- once when someone spelled the word "penis" with garland and once when bushes were sculpted into phallic shapes. Advertisement Workers reshaped the vandalized shrubbery but Miceli told the Canadian Broadcasting Corp. officials have decided to remove all the plants. "It's language we really don't want to see on the riverfront," Miceli said. "Unfortunately some people are taking it to a whole other level. We just want to deter people from doing that kind of stuff."
