Report lists Sweden's parking offenders; one driver owes $4.5 million

STOCKHOLM, Sweden, Sept. 1 (UPI) -- A driver in southern Sweden has racked up $4.5 million in unpaid parking tickets and has been the registered owner of 2,000 new cars, a report states.

The report lists the top 20 parking offenders in the country as recorded by the enforcement office, the Swedish news agency TT reported.

The offender, from Malmo, has not been in possession of a valid driver's license for more than three years, but he has been registered as the owner of more than 2,000 new cars.

The driver appeared four separate times among the list of the top 11 offenders.

He is ranked second on the list for one offense for which he owes $1,196,000, behind the No. 1 culprit, who owes $1,247,000.

The worst offenders on the list have outstanding fines from $9,000 to several million dollars, TT reported.

A chance in the law is now being debated that would prevent similar large fines from occurring in the future by recording liabilities on cars instead of the owner.
