Officials of the Kane County Forest Preserve District near Aurora are proposing charging an annual fee to use the parks and requiring visitors to wear a permit attached to a lanyard to prove they paid. Advertisement Along with having to pay, some dog owners objected to the lanyard idea, the Chicago Tribune said Saturday. "They took offense and thought we were kind of making the owners wear a leash, which is not the case at all," said preserve spokeswoman Laurie Metanchuk. The preserve says charging Kane County residents $40 to use the four off-leash parks would help cover maintenance costs, which have been on the rise as more and more people in and around the county use them. Non-residents would have to pay $80 a year. Metanchuk said the plan was still in its early stages and would be discussed further this month.
