The City Council plans to discuss the "loud and unruly gathering ordinance" Tuesday, the (Newport Beach) Daily Pilot reports. Advertisement The measure would empower police to issue citations to hosts of parties that get out of control, with penalties up to $500 for the first violation and up to $8,000 for the fourth if it occurs within six months of the first. Behavior such as public drunkenness and urination, excessive noise and serving minors alcohol would bring a large red tag posted on the door of the house, notifying the organizer of the first violation. The Orange County city also is considering banning smoking in city parks and the use of plastic bags by retailers.
