Shanghai to adopt one-dog policy

SHANGHAI, Feb. 26 (UPI) -- Officials in Shanghai said they are tackling the problems of dog attacks and owners who don't clean up after their pets with a one-dog-per-household policy.

Shanghai officials said the more than 140,000 reported dog attacks on people in the city last year and a growing problem of rabies being spread by unlicensed canines led to the one-dog policy set to take effect in May, The Independent reported Friday.

The officials said the policy will also include the euthanization of unlicensed dogs -- of which there are an estimated 600,000 in Shanghai -- and outright bans on bulldogs and other breeds they consider "attack dogs," the British newspaper said. All breeds of dogs measuring more than 3 feet will be banned from the center of the city, the officials said.

Some residents in the Chinese city of 19.2 million people have criticized the plan.

"The government should improve public knowledge about how to raise a dog and how to prevent them from attacking people and littering instead of forcing us to raise one dog only," said a resident identified only by the surname Wang.
