"I knew Mark was behind it because he had asked me what my address was," Hottinger said.
Wagoner admitted Friday to helping plan the prank, but denied being among the culprits executing the scheme.
"I was not one of the people who did the toilet-papering, although I did help get the toilet paper," he said. "Jay is a good friend. I served with Jay in both the House and the Senate. He lives about a mile away from the lodge we were at. I know they did it late at night. It was all in good fun and Jay was laughing about it next morning."
Hottinger said he believes nine current or incoming members of the Legislature were involved.
"I've got three daughters, ages 15, 13 and 9, in high school, middle school and elementary school. I always expected the house would be toilet-papered, but I didn't think it would be by my colleagues," Hottinger said.
