Left-out word kills climate-change bill

SALT LAKE CITY, March 21 (UPI) -- The Utah legislature, by leaving out one word, inadvertently killed a bill that would have required cost studies of all climate change measures.

The measure passed by a veto-proof margin, The Salt Lake Tribune reported. It was proposed by legislators suspicious of climate change and applied to any measures adopted by the governor or federal government.

Gov. Jon Huntsman said Thursday the measure "died a technical death at the end of the session."

A Senate committee drafted the bill with the word "wholesale" in it in a section designed to pass on the cost of studies to states that buy electricity from Utah. Because of a staff error, that word was omitted from the version that passed the Senate.

State Rep. Roger Barrus, a Republican, said the bill will come up again in the next session.
