Earlier in the week, Dave Roberts, the director of enforcement and removals for the Immigration and Nationality Directorate, caused an public outcry when he admitted he did not have the "faintest idea" how many illegal immigrants were in Britain.

Roberts said the department's strategy was to target groups working for the same employer, not individuals.

"If even the Home Office is having trouble identifying illegal immigrants in its own buildings, it is no wonder other businesses are struggling," Liberal Democrat Shadow Home Secretary Nick Clegg told the BBC.

Tony McNulty, the Immigration minister, estimated number of illegal immigrants at between 310,000 and 570,000.
