The commission also told manufacturers to install digital tuners to all TVs with screens of 36 inches and larger by July 2004. The requirement for smaller sets will be phased in over the following three years.

The FCC turned back industry complaints the extra gear would make some TV sets too expensive.

DID TATUM RELAPSE?

Tatum O'Neal may have suffered a setback in her battle against drugs and her ex-husband, John McEnroe.

O'Neal checked herself into a rehab clinic in Los Angeles after a friend caught her smoking crack, The National Enquirer reported. The 38-year-old O'Neal, who won an Oscar for her performance in "Paper Moon," spent 34 days at the facility and was released late last month.

The tabloid said O'Neal was having a rough time with McEnroe's assertions in his memoirs that she was an unfit mother who cared more about drugs than their three children. O'Neal fired back, telling various media McEnroe was "cruel" and a "bully."

RECORD LABELS, ARTISTS STILL DISAGREE

Talks aimed at freeing artists from record labels for more than seven years have stalled over the issue of retroactivity.

The Recording Industry Association of America said the labels "offered dramatic concessions" to reach a fair seven-year rule, and accused the artists of balking. RIAA head Hilary Rosen said the retroactive clause is the only sticking point.

The artists, however, say several issues remain unresolved.

DEMI NO ANGEL IN 'CHARLIE'S ANGELS' ROLE

Demi Moore is about to end a five-year stretch away from the big screen.

She's poised to play in "Charlie's Angels 2," but she won't be one of the angels -- and it's a small role.

Moore is about to sign on to play alongside Drew Barrymore, Cameron Diaz and Lucy Liu in the follow-up to "Charlie's Angels" as a former angel who has joined the dark side.

Moore's last studio films were in 1997, when she played Lt. Jordan O'Neil in "G.I. Jane" and was in the cast of Woody Allen's "Deconstructing Harry."
