HONESTY PAYS

By JOAN HANAUER, United Press International

Honesty is the best policy in Japan -- and it pays 10 percent.

Take Tokyo cabbie Kazuo Watanabe, 68, who found a bag containing more than $12,892 in Japanese yen in his cab. He marched into the local police station and handed it over to the lost-and-found. The owner of the bag turned up to claim it. He gave Watanabe a $1,470 reward because in Japan it is customery to reward the finder of lost property with about 10 percent of the value of the item found.
