Monitors from the Organization for Security and Cooperation in Europe were denied access to the embattled town of Debaltseve, a strategic point for transport, by pro-Russian rebels.

The rebels said the town should be considered rebel territory because they have it surrounded.

Violence in eastern Ukraine has been continuing for 10 months in the conflict that has killed more than 5,000 people.

Ertugrul Apakan, chief monitor for the Organization for Security and Co-operation in Europe, said the "ceasefire is holding," with some exceptions.

Ukranian President Petro Poroshenko said the ceasefire is "the last chance" for peace. Poroshenko warned he may impose martial law in Ukraine if the ceasefire is broken.
