The Los Angeles Times reported Brian Humphrey of the LA Fire Department said witnesses described the dark-colored sedan's driver as "moving purposefully" as the car hit the victims on Venice's boardwalk about 6 p.m. PDT.

"A car plowed through the boardwalk" and sent "people screaming, running," said Daniel Regidor, who was several blocks away when the incident occurred.

"It was horrible.

"I saw somebody flying up in the air ... . When I came upon the scene, there were a bunch of people on the ground, bloodied. Some looked pretty mangled, head injuries, just a lot of blood."
