The ATF confirmed Wednesday a car bomb caused the explosion, The Detroit News reported.

WXYZ-TV, Detroit, reported a Monroe County sheriff's deputy said a criminal investigation is under way and a news conference would be held Wednesday.

The Volvo had been traveling on East Elm Avenue near the I-75 ramp at 5:41 p.m. when the explosion occurred, Monroe police said in a statement.

The two children and their father, who were not identified, were taken to St. Vincent Hospital in Toledo, where they were in serious condition, Monroe police said.

A witness, Edwin Holly, 68, of Tecumseh, told the Free Press he saw the explosion from the window of a boathouse at Riverside Marina along Elm Avenue.

"I was looking to see if there were deer and saw the car come around and go boom," Holly said.

"I took off running to the scene to see if I could get anyone out but there was nothing I could do."
