WASHINGTON, Sept. 6 (UPI) -- Republican presidential hopeful Mitt Romney Tuesday rolled out his economic plan that lists 59 ideas based on limited government meddling in the marketplace.

Romney's plan, unveiled just days before President Obama delivers a speech on job creation before a joint congressional session Thursday, includes ideas such as eliminating the capital gains tax for middle-income taxpayers and other tax reforms, reducing regulations and expanding domestic energy production, CBS News reported.

Among the nearly five dozen ideas he proffered to revive the economy, Romney said he would act on 10 on his first day as president.

"Each proposal is rooted in the conservative premise that government itself cannot create jobs," Romney said in a commentary about his jobs plan published Tuesday in USA Today. "At best, government can provide a framework in which economic growth can occur. All too often, however, government gets in the way. The past three years of unparalleled government expansion have retaught that lesson all too well."

Work of individual entrepreneurs, workers, investors and inventors allows U.S. industries, and the United States, to grow, Romney said in his commentary.

"We must once again unleash the tremendous economic potential of the American people," he said. "The contrast between what the Obama administration has done and what I would do as president could not be starker."
