Police: Bomb found on Pa. train tracks

CHESTER, Pa., May 7 (UPI) -- Police in Chester, Pa., said they found an improvised explosive device Saturday near railroad tracks under the Commodore Barry Bridge.

Police evacuated the area and the Delaware County bomb squad determined the device -- consisting of two bottles with a yellow liquid, a timer, wires and duct tape -- was explosive and disarmed it, CBS-TV, Philadelphia, reported.

The device was found at 2 p.m. near Third and Reaney streets under the Commodore Barry Bridge, a stone's throw from tracks used by the Southeastern Pennsylvania Transportation Authority's Wilmington-Newark line, the station said.


U.N. plane crashes in Bolivia; 6 dead

LA PAZ, Bolivia, May 7 (UPI) -- Four United Nations staff and two pilots were killed when a flight monitoring coca production in Bolivia crashed, a U.N. official said Saturday.

Two Bolivian military pilots and four staff members from the U.N. Office on Drugs and Crime -- all Bolivian nationals -- died when their plane crashed Thursday north of La Paz, U.N. News said.

The UNODC staff were identified as Leonardo Ivan Alfaro Santiago, Stephan Javier Campos Ruiz, Mariela Cinthia Moreno Torreblanco and Patricia Olga Delgado Rua. The pilots' names were not released, but next of kin were informed.

It took hours for rescuers to cut a path through thick rainforest to reach the crash site. Three bodies were expected to be transported to La Paz Saturday with the other three bodies expected to arrive Sunday.


Michelle Obama talks to graduates in Iowa

CEDAR RAPIDS, Iowa, May 7 (UPI) -- Michelle Obama praised the Navy SEALS who killed Osama bin Laden as she delivered the commencement address Saturday at the University of Northern Iowa.

Obama also joked that she has probably spent more time in Iowa than any other place except Chicago and Washington. But she also talked of how the state welcomed her family as her husband began campaigning for the presidency.

"My family was here a lot back in 2007, long enough for my husband to have a sculpture of his head made out of butter," she said.

Obama urged graduating seniors to embrace the values of family and service. She mentioned the four members of the university's class of 2011 who were commissioned as U.S. Army officers Saturday morning and the Navy SEALS.

"They did not hesitate, risking everything for us, for our freedom and security. And they did it not just as Navy SEALs," she said. "They did it as husbands, as fathers, as sons. Their families were back here, with no idea of their mission or whether their loved one would ever come home. That is the very essence of the word 'service.'"

Obama also urged students to find something they feel passionate about. She talked of giving up a corporate legal job to work for the city of Chicago and then for a public-service organization.


H. Clinton, Salazar heading to Greenland

WASHINGTON, May 7 (UPI) -- U.S. Secretary of State Hillary Clinton will be traveling to Nuuk, Greenland, next week for the Arctic Council Ministerial meeting.

Secretary Clinton, accompanied by Interior Secretary Ken Salazar, will be signing an Arctic Search and Rescue Agreement at the council's seventh meeting, her spokesman, Mark Toner, said in a statement.

Due to climate change and increased tourism in the area, the agreement would define how search and rescue efforts will be conducted in the region.

The council is composed of the eight Arctic states with representation of arctic indigenous groups.
