No clemency for Ohio death row inmate

COLUMBUS, Ohio, March 22 (UPI) -- The Ohio Parole Board has unanimously recommended against clemency for jailhouse killer Clarence Carter, who faces an April 12 execution date.

In a 9-0 vote Monday, the board rejected the condemned man's plea for mercy, The Columbus Dispatch reported. Carter was convicted of killing Johnny Allen, his fellow inmate at the Hamilton County jail annex, Dec. 28, 1988, in a fight that lasted nearly 25 minutes.

Four years ago, a minority of three board members stated they had "many questions that no one was able to answer" about the case. The unanimous vote this week indicates the board has now received satisfactory answers.

Carter's execution will proceed unless Gov. John Kasich or the courts intervene. Kasich could use his executive-clemency power to stop or postpone the execution. He has allowed two men to be executed since taking office in January.
