Security Council reviews row between Kosovo, Serbia

UNITED NATIONS, Aug. 30 (UPI) -- Russia is circulating a draft resolution at the U.N. Security Council condemning Kosovo, a move Western members said they would resist.

Russia has drafted documents for the U.N. Security Council that will condemn Kosovo for border disputes with Serbia. The Serbian government hoped to get broad support for the document. Western opponents, however, are said to resist the measure in favor of more general appeals for calm, the BBC reports.

Kosovo declared independence from Serbia in 2008. Belgrade maintains Kosovo is a breakaway republic, however.

German Chancellor Angela Merkel said that if Serbia wants to join the European Union, it needs to let European security teams do their work in the region and ensure bilateral ties are normalized

Ivo Viskovic, the Serbian ambassador to Germany, said he wasn't surprised by Merkel's declarations but noted it took 20 years for East and West Germany to establish bilateral ties during the Cold War.

Serbian President Boris Tadic said his country was committed to finding a durable solution to the regional crisis, however.

Kosovo in July sent its police forces to the north of the country following disputes over border checkpoints. Serbia wants to the United Nations to condemn Kosovo for the deployment.
