Envoys meeting over N. Korean rocket plans

SEOUL, March 22 (UPI) -- South Korean officials say their top envoy will meet with Chinese and U.S. officials over North Korea's planned missile test and stalled nuclear talks.

Wi Sung-lac is to meet with Chinese Vice Foreign Minister Wu Dawel in Beijing Tuesday and then travel to the United States, Yonhap news agency reported Sunday.

Wi met last week in Japan with Foreign Minister Hirofumi Nakasone to discuss North Korean plans to launch a rocket between April 4-8.

North Korea has said the rocket is to carry an experimental communication satellite, but South Korea and its allies believe the rocket is a long-range missile test that would violate a U.N. Security Council resolution banning North Korea from engaging in missile-relative activities, Yonhap reported.

North Korea's announced rocket launch has dimmed hopes of jump-starting international talks to verify North Korea is dismantling its nuclear program, Yonhap reported.
