ORLANDO, Fla., Sept. 10 (UPI) -- Authorities in Florida say the white powder being delivered to a congressman's offices in the state is just flour.

Envelopes containing the flour have been delivered to three offices of Rep. Tom Feeney, R-Fla., in the past week, the Orlando Sentinel said Wednesday.

Feeney said although the mailings appear to be the work of "just one person who is a little bit deranged," they have been an unnecessary scare and expense.

"Until we find the guy, it's just scary," he told the newspaper.

The letters forced evacuations this week in Port Orange and at the University of Central Florida. The other letter was found in a mailbox at an unmanned office in Titusville.

The Postal Inspection Service and FBI are assisting local police in the investigation.
