French up in arms over sex predators

PARIS, Aug. 20 (UPI) -- National outrage over an attack on a five-year-old boy is forcing French officials to examine how they monitor convicted sexual predators, it was reported.

Francis Evrard, 61, allegedly kidnapped and raped by the boy soon after Evrard was released from prison for sexual offenses, BBC News reported Monday.

Police found Evrard with the boy in a garage in Roubaix hours after the boy disappeared Aug. 15, the BBC said.

French President Nicolas Sarkozy and cabinet ministers are considering measures such as electronic tagging and hospital detention to more closely monitor predators.

Judges and health professionals complain already existing treatment and monitoring programs aren’t working because the programs are underfunded, the BBC reported.

 The French health ministry is investigating Evrard’s claims that a prison doctor gave Evrard a prescription for Viagra, the impotency drug.
