New EU treaty likely to spark controversy

BRUSSELS, June 20 (UPI) -- The European Union's German presidency is preparing a list of proposed changes within the EU that will likely spark bitter debate.

An 11-page document obtained by EU Observer suggested a new treaty that would drop many innovations of the EU constitution, and make substantial changes in the areas of foreign policy, the role of national parliaments and citizens rights.

The document suggests dropping the anthem and flag and replacing a constitutional provision on the primacy of EU law with a declaration on EU case law, the EU Observer said. In addition, the document said EU legislation should continue to be called regulations and directives -- rather than EU laws and framework laws.

The drafters of the proposal said the new treaty should be called a "Reform Treaty," rather than a constitution, and should allow member nations to opt out of judicial and police matters, while other members would be permitted to "go forward on a given dossier while allowing others not to participate," the Observer said.
