Authorities said an initial investigation indicates no apparent link to terrorism. The boat tipped over in clear weather in a narrow channel about a mile from the headquarters of the U.S. Navy's 5th Fleet.

One man who was aboard told officials the boat seemed top heavy as it left port.

The boat had been chartered by the consortium Nass-Murray & Roberts for a dinner cruise to celebrate the end of a construction project related to the 50-story World Trade Center going up in Bahrain's capital, Manama.

Officials said the dead were citizens of 16 nations, including the United States.
