11-year-old's overdose prompts criticism

GLASGOW, Scotland, Feb. 18 (UPI) -- A heroin overdose by an 11-year-old girl in a state social services program has prompted infighting between Scotland's politicians and social work officials.

The girl, who the BBC reports was being supervised by a Glasgow social work agency, was living with drug addicts at the time of the overdose.

First Minister Jack McConnell said the agency is at fault and called for an inquiry into how well it protects children in its care.

He called social workers incompetent and called for more children in drug environments to be placed under protection.

The girl was treated and survived the overdose.

Glasgow city councilwoman Gaille McCann said McConnell's critique is hypocritical since he called for more resources to be spent on protecting children while cutting funds for drug education.

She said social workers are leaving the agency for higher pay elsewhere and said blaming a department won't lead to constructive changes.
