Police suspect the man wanted to set off explosives outside the entrance to the Justice Ministry.

One account said a bomb squad officer found what appeared to be an explosive device concealed beneath the dead man's shirt.

In November 2003, four bomb attacks in Istanbul, aimed at British and Jewish targets, killed more than 60 people. Osama bin Laden's al-Qaida network claimed responsibility for those bombings.
