Rights group: 'investigate Rumsfeld'

WASHINGTON, April 23 (UPI) -- A human rights group called Saturday for a special prosecutor to investigate Secretary of Defense Donald Rumsfeld on charges related to the detainee abuses.

Human Rights Watch also called for former CIA head George Tenet to be investigated in a report that cited news reports and publicly available military reviews, the New York Times reported.

The report said there was "overwhelming evidence that U.S. mistreatment and torture of Muslim prisoners took place not merely at Abu Ghraib, but at facilities throughout Afghanistan and Iraq as well as at Guantanamo and at 'secret locations' around the world in violation of the Geneva Convention and the laws against torture."

The report said there was no evidence that Rumsfeld ordered subordinates to halt abusive treatment of detainees and said he should be investigated for abuses under a doctrine of "command responsibility."

Rumsfeld has said he made it clear to those under his command that he did not condone mistreatment.
