Ex-GOP official charged in phone plot

CONCORD, N.H., Dec. 1 (UPI) -- A former Republican official was indicted in New Hampshire Wednesday in a scheme to disrupt phone service to five Democratic offices on Election Day 2002.

James Tobin of Bangor, Maine, the former New England Regional director of the Republican National Committee, was charged with conspiracy to commit telephone harassment and aiding and abetting telephone harassment.

If convicted, Tobin faces up to five years in prison.

The indictment alleged Tobin and co-conspirators sought to disrupt communications to five telephone numbers associated with the New Hampshire Democratic Party and one associated with the Manchester Professional Firefighters Association on Nov. 5, 2002.

Tobin and Charles McGee, then-executive director of the New Hampshire Republican State Committee, allegedly discussed the hiring of a telephone services vendor in the scheme, the Justice Department said.

The indictment alleges McGee, who has already pleaded guilty, sent a check for $15,600 for the purpose.
