Egypt's proposed security plan is based on two key points: securing the border between Gaza and Egypt to curb arms smuggling and infiltration of militants, and dispatching Egyptian officers to train Palestinian police and security forces.

Egypt also requested all Palestinian security agencies be unified under the control of the prime minister, a clause opposed by Arafat who is not willing to curb his influence and control.

Israel and the United states accuse Arafat of supporting terrorism and undermining stability in the Palestinian territories in addition to corruption and malfeasance.

Qureia, who arrived in Cairo Wednesday night, is expected to hold talks with presidential political adviser Osama Baz and Arab League Secretary General Amr Mousa
