U.S. circulates new U.N. Iraq resolution

UNITED NATIONS, Oct. 13 (UPI) -- The United States circulated a U.N. Security Council draft resolution Monday seeking a timetable by Dec. 15 on plans for an Iraqi constitution and elections.

An official at the U.S. Mission to the United Nations said no action was anticipated Monday, but consultations were planned in the council for Tuesday with an eye to "a vote this week."

Although the four-page document was not released, a copy obtained by United Press International appears basically unchanged from the "working draft" of a U.S. resolution circulated nearly six weeks ago.

The measure "Invites the Governing Council of Iraq to provide the Security Council, no later than Dec. 15 ... a timetable and a program for the drafting of a new constitution for Iraq and for the holding of democratic elections under that constitution."

It calls on the United Nations to lend its expertise in those areas and to "strengthen its vital role" in the country, including providing humanitarian relief and promoting economic reconstruction.

Security Council members and U.N. officials were studying the draft.
