Watts to retire from Congress

NORMAN, Okla., July 1 (UPI) -- Oklahoma Rep. J.C. Watts, the only black Republican in Congress, announced Monday that he will retire at the end of his current term. Watts told a news conference in Norman where he was once an Oklahoma football star that "it is time to return home."
