Blackmon, 26, failed field sobriety tests and a preliminary breath test before being arrested. He declined to take another breathalyzer after the arrest.

The arrest was Blackmon's third involving alcohol and he also has one for marijuana possession that was later reduced to disorderly conduct.

Blackmon's other alcohol-related arrests were in 2010 and 2012. The 2012 arrest placed him in the NFL's substance-abuse program.

Blackmon caught 64 passes for 865 yards and five touchdowns in 2012 as a rookie. He later failed an offseason drug test that led to a four-game suspension at the start of the 2013 season.

He returned to catch 29 passes for 415 yards and one touchdown during a four-game stretch before being suspended indefinitely. He has missed the past 2 1/2 seasons.
