PITTSBURGH -- Pittsburgh Steelers quarterback Ben Roethlisberger is active for Sunday's game against the Cleveland Browns and is expected to serve as the backup to Landry Jones.

Browns starting quarterback Josh McCown is inactive with a rib injury and backup Johnny Manziel will make a second consecutive start.

Roethlisberger, who is dealing with a sprained left foot, practiced on a limited basis on Thursday and Friday and had been listed as questionable for the game.

The Steelers had prepared Jones to be the starting quarterback most of the week. Jones started a game in Kansas City on Oct. 25 and the Steelers suffered a 23-13 defeat.

Pittsburgh has a bye following the Cleveland game so there has been speculation that the club might not play Roethlisberger against the Browns to give him more time to heal.

McCown was listed as questionable after being limited in practice Friday. Browns coach Mike Pettine said earlier in the week that McCown would start if healthy, but Manziel took the majority of reps in Friday's practice.
