'We cannot yet say who set the bomb,' a police spokesman said.

The spokesman said twopolicemen were wounded in the blast, one of them seriously. Five other people were hurt, including an El Al airline security officer, he said.

He said the bomb was concealed in the luggage of one of the passengers, most of whom were Israelis.

A witness said the explosion smashed windows and sent fragments of the walls and roof of the building flying through the air.

'It sounded like a low-flying jet going through the sound barrier,' he said.
