Vilas Muttemwar (orig. Muthyamwar) (born 22 March 1949) is a member of the 14th Lok Sabha of India. He represents the Nagpur Loksabha constituency of Maharashtra and is a member of the Indian National Congress (INC) political party. He is minister of state (independent charge) of Ministry of New and Renewable Energy of India. He has been re-elected from the Nagpur Loksabha Constituency as a member of the 15th Loksabha, the results of which were declared on the 16th of May 2009.

Muttemwar's family ethnic Telugu(Perkiwar) settled in Maharashtra with no known direct links to Andhra Pradesh and in fact, do not even speak Telugu.

Vilas Muttemwar is considered as pioneer of Mihan Project in Nagpur. He has been constantly following up for Mihan Project . Former Chief Minister of Maharashtra, Vilasrao Deshmukh acknowledged that by saying Vilas Muttemwar has written almost 5000 letters to Aviation Ministry, Government of Maharashtra and Prime Minister office.
