MOSCOW, Feb. 12 (UPI) -- Russian President Vladimir Putin announced a cease-fire deal effective Sunday that will end the fighting in eastern Ukraine and pull back heavy weaponry.

After more than 15 hours of talks, the leaders of Ukraine, Russia, Germany and France signed the peace deal. It remains to be seen how durable the agreement will be.

"We have managed to agree on the main issues," Putin said. "We should avoid unnecessary bloodshed while withdrawing heavy weaponry."

German government spokesman Steffen Seibert tweeted that an agreement had been reached.French President Francois Hollande would only go as far as saying it was a "serious deal" but not everything had been agreed.
