UNITED NATIONS, Nov. 12 (UPI) -- As the Russian military moves convoys across the border and into Ukraine, the United Nations has scheduled an emergency meeting address security concerns in the troubled region.

Ukraine's representative to the U.N. will be in attendance, along with 15 members of the U.N. Security Council, to discuss reports of "Russian tanks, Russian artillery, Russian air defense systems and Russian combat troops" violating the cease-fire established in September by the Minsk Protocol.

Although Russia continues to deny any military presence or support for rebels in Ukraine, NATO officials have confirmed witness reports of troop movement near and over the border.

The emergency meeting comes on an already busy day for the U.N., as it will continue to question U.S. officials about American military torture policy and the Security Council hears from Liberian leaders who want to delay a scheduled withdrawal of peacekeeping troops in the face of security concerns caused by the Ebola outbreak.
