Russian Foreign Minister Lavrov announces agreement reached to de-escalate Ukrainian crisis

GENEVA, Switzerland, April 17 (UPI) -- At the conclusion of Thursday's four-party talks on the situation in Ukraine, Russian Foreign Minister Sergey Lavrov announced from Geneva that an agreement had been reached to "de-escalate" the crisis.

The agreement, Lavrov said, was accepted by U.S. Secretary of State John Kerry, Ukrainian Foreign Minister Andrii Deshchytsia, and European Union High Representative Catherine Ashton.

Under the terms of the agreement, all illegal military entities will be disbanded, all occupants of seized buildings must disarm and depart, and all protesters granted amnesty.

Lavrov acknowledged that Ukraine will be responsible for its future and underlined the need for constitutional reform.
