Spanish citizen Mustafa Maya Amaya was identified as the cell's leader and met recently with French citizens Paul Cadic and Farik Cheikh, whom the interior ministry said were preparing to leave for Syria to join al-Qaida-affiliated forces.
Some of the arrested had returned from Syria and other conflict zones.
