The Taliban captors proposed the prisoner swap during talks about the hostages, said Dr. Abdul Wali Wakil, the provincial council chief.

Deputy provincial governor Mohammad Hashim Faizi said negotiations with the local Taliban members had been going on for the past five days without success.

Faizi said the militants had brought the hostages back to the area where they been captured from a district in Nangarhar province where the foreigners had been temporarily transferred.
