MOSCOW, April 1 (UPI) -- Russian officials defended their decision not to notify the international community about a large-scale military training operation in the Black Sea.
The snap war games were ordered by Russian President Vladimir Putin who is said to be angry with the state of his military after allegations of corruption and inept leadership prompted him to remove several top generals.

The war games included rapid deployment of some 7,000 troops and 30 warships, RIA Novosti said Monday.
A military official said nations are only obliged to notify neighbors of planned military drills, not impromptu ones. The official also said notification is only called for under international treaties when they employ 9,000 or more soldiers.
